The Technical Training and Development Team is hiring a Director, Technical Training to bring industry and adult-learning techniques and best practices to lead the development and delivery of Safety Training at Metro and consistent delivery of operations certification efforts. The successful candidate for this position will have strong leadership skills within the context of a unionized workforce, the ability to leverage data to develop trend analysis, identify root cause, and support problem solving and continuous improvement, and the ability to effectively and efficiently collaborate across the agency and communicate to executive leadership.
Certification and Safety Training is one of five training verticals under Technical Training and Development and ensures oversight and management of timely required operational certification, provides foundational rules-based training such as Roadway Worker Protection, and provides safety training to personnel across Metro. This position collaborates with senior level management and leads a team of talented Managers, Supervisors, Training Instructors, and Certification Officers to implement consistent operations certification evaluation and comprehensive safety training programs to meet Metro's operating and safety needs. This position will also support the establishment of the Center of Excellence Training Academy

MINIMUM QUALIFICATIONS
Education
- Bachelor's degree in Education, Technical Instruction Design, Industrial Engineering, or similar discipline.
In lieu of a bachelor's degree, a High School Diploma and four (4) years of training program administration experience, in addition to the experience stated below, will be considered.
Experience
- A minimum ten (10) years of experience in the development, administration, and/or implementation of large-scale training programs, with specific experience in technical skills field preferred; experience must include at least four (4) years in a middle manager or higher-level capacity, responsible for leading and ensuring a qualified and well-trained workforce.
Certification/Licensure
- Valid Driver's License
- Roadway Worker Protection (RWP), General Track Access & Roadway Safety, within 2 months of hire

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
SUMMARY
The Director, Technical Training directs, through subordinate management, the design, development and delivery of technical and supervisory training programs for operations and infrastructure maintenance and technical groups and/or development and implementation of certification and recertification testing for specified Rail Transportation and Metro Integrated Command and Communication Center positions, and the design, development, and delivery of safety training programs for personnel throughout the Authority. The incumbent directs the creation and implementation of comprehensive technical, safety, and professional development training programs to meet the Authority's operating and maintenance needs. Establishes training assessments and standards that are applied consistently across operations and infrastructure maintenance to meet short and long-range strategic goals.
The incumbent collaborates with all Planning & Performance, Operations, Infrastructure, and Safety & Readiness senior-level management to effectively and efficiently provide quality training that meets strategic, operational, and safety requirements.
ESSENTIAL FUNCTIONS
- Effectively plans and directs comprehensive operations and infrastructure technical and maintenance training to include training assessment, curricula development, personnel standards development, training aids development and training presentation to ensure that all activities are accomplished efficiently, safely, economically and in conformance with WMATA policies and procedures.
- Oversees planning, development, establishment, coordination, and monitoring of all certifications and re-certifications of Rail Transportation and Metro Integrated Command and Communication Center positions which require certification. Ensures all certifications are current in accordance with corresponding frequency requirements and that operations staff are qualified to perform their job function and their ongoing performance is measured based upon meeting specified criteria at a specified interval.
- Directs all aspects of operations and infrastructure technical and maintenance training and employee training programs, ensuring proper and safe methods of providing maintenance while ensuring alignment with safety and regulatory requirements.
- Develops scheduling and control procedures for training. Establishes management objectives, develops performance indicators, and maintains workload measurements.
- Develops, administers, and implements effective employee selection and promotional procedures, reviews eligibility standards and supervises the transfer/promotion of apprentice maintenance employees, ensuring compliance with Federal regulations, guidelines, collective bargaining agreements and WMATA policy.
- Collaborates with Operations and Infrastructure Management to develop and evaluate operations and infrastructure technical and maintenance training programs, identifying training needs, and proposing resolutions. Represents Technical Training & Development and serves as a member on Authority training committees and task forces.
- Develops annual training budget requirements and works within established fiscal and personnel budgetary constraints including monitoring vendor contract services and expenditures.
- Develops, administers, and implements selection process to ensure best-qualified Instructors. Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff. Enforces WMATA rules, policies, procedures, and applies provisions of labor agreements. May represent Operations or Infrastructure at disciplinary hearings, legal proceedings and other meetings.
- Prepares and presents timely reports on class performance, instructor/employee pass/fail rates, employee certification analysis, and comparisons to previous classes. Makes recommendations for improvement.
- Identifies training needs and determines objectives, goals, and methods of instruction for curriculum and lesson plans. Evaluates efficiency and cost effectiveness of program content and methods of instruction. Observes, evaluates, and recommends improvements in teaching techniques. Ensures modifications and/or new equipment are incorporated in instruction.
- Effectively utilizes available incident data, certification and safety training program data, and benchmarking research against peer agencies and other analogous innovative companies to ensure the departmental programs are continuing to meet the Authorities needs while continuing to improve on existing programs or implementing new programs where proven needs are documented and approved by leadership.
